Middle East and North Africa green ammonia export projects

Status, markets and offtake, 2026 edition

The Middle East and North Africa have announced about 23 million tonnes a year of green ammonia for export and have two plants under construction. This edition separates the two, project by project, and sets out what the committed projects hold that the rest do not.

About this report

This report covers green ammonia projects in the Middle East and North Africa that intend to export: what has been announced, the stage each project has reached, the markets each names, what offtake is contracted, and what the export route needs and has built. It is written for strategy and business development teams at equipment manufacturers, governments, EPC contractors and corporates following the region's export pipeline.

In scope

  • Ammonia made from electrolytic hydrogen and renewable electricity, in the Middle East and in North Africa (Egypt, Morocco, Mauritania, Algeria, Tunisia), where the developer states an export market or an export terminal
  • Projects announced since 2020 that have not been cancelled, plus operating or commissioning plants
  • Paused, delayed or withdrawn projects in their own list
  • Ammonia export and bunkering infrastructure where it is tied to a covered project

Out of scope

  • Hydrogen, methanol, e-fuels, green iron and domestic-market projects in North Africa; the Africa pipeline report covers them, and this report's appendix stays lean (project, country, stage, named market, offtake status) so it does not repeat that register
  • Blue ammonia and grey ammonia, except as a note where they compete for the same offtakers
  • Hydrogen projects with no ammonia route, and ammonia projects that serve only the domestic market
  • Company ratings, rankings and any assessment of projects as investments

Questions this report answers

  1. 01 How much green ammonia export capacity has been announced in the Middle East and North Africa, by country, and how much of it has reached FID, construction or operation?
  2. 02 Which projects are furthest advanced, and what has each secured: land, power, offtake, finance, technology supplier?
  3. 03 Which export markets do the projects name, and how much offtake is contracted, binding or non-binding?
  4. 04 What export infrastructure (ports, ammonia terminals, shipping, bunkering) is announced or built for these projects, and at what stage?
  5. 05 Which demand-side mechanisms in importing markets (EU RFNBO rules, H2Global, Japanese and Korean support schemes, shipping rules) do the projects and their buyers cite?
  6. 06 What has been delayed, scaled back or withdrawn since 2024, and what reasons do the sources give?

How this report was made

Scope
Ammonia made from electrolytic hydrogen and renewable electricity in the Middle East and in North Africa (Egypt, Morocco, Mauritania, Algeria and Tunisia), where the developer states an export market or an export terminal: projects announced since 2020 that have not been cancelled, operating or commissioning plants, and paused or withdrawn projects. Blue and grey ammonia are noted only where they compete for the same buyers. Hydrogen, methanol, e-fuel and domestic-market projects in North Africa are covered by Enerleq's Africa pipeline report, not here.
Approach
The register in Appendix A was built project by project from government and zone-authority statements, stock-exchange filings, development-bank and IEA publications, developer announcements and trade press, to the data cut-off. The IEA project database was not used. Where sources disagree, the report states both figures and says which it uses. Where evidence is thin, the report says so rather than estimating. Ten announced projects whose sources do not state an ammonia route or an export market, or rest on a tier 4 source alone, are kept in the data file but left out of the register and totals. Every fact sentence carries a citation to the numbered list; sentences that draw a conclusion from cited facts in the same paragraph are not separately cited.
Conventions
Output is in tonnes of ammonia a year as published by the developer; electrolyser capacity is input capacity in MW or GW as published, and is left blank where a developer publishes only tonnes. Currency is as stated by the source. Dates are day, month, year. Stage terms are: announced, feasibility, FEED, permitted, FID, construction, operating, paused, withdrawn; a project counts at FEED when a tier 1 or 2 source states that FEED work has started or that a FEED contract has been awarded. The product column records the ammonia line; other products of a project are given in its note where a source states them. Offtake is binding, non-binding (memorandum, heads of terms, letter of intent), auction award, or none published.

What is original

The project register in Appendix A and the 5 exhibits are compiled by Enerleq, row by row, from the cited sources. No table or chart is reproduced from another publication.

How it was checked

Every cited sentence and table row was checked against its source, corrections were applied, and later changes were re-checked before the principal approved this edition for release on 15 October 2026.

Use of AI

Enerleq uses AI tools to collect and organise sources and to prepare first drafts. Every factual statement is tied to a cited source, every draft is reviewed and edited by the principal, and commentary marked ENERLEQ VIEW is the principal's own.
